Mandaluyong City, August 25, 2025 – TP, a global leader in digital business services, recently signed a Memorandum of Agreement (MOA) with the Department of Migrant Workers (DMW) advancing the welfare, protection, and reintegration efforts for repatriated Overseas Filipino Workers (OFWs), particularly those impacted by illegal recruitment and human trafficking. Led by TP in the Philippines Chief People Officer Jeffrey Johnson, DMW Secretary Hans Leo Cacdac, and DMW Assistant Secretary Jerome Alcantara, the MOA signing took place in the DMW National Office at the Blas F. Ople Building, Mandaluyong City.
The MOA intends to institutionalize a sustainable full-cycle reintegration program; reinforce anti-trafficking policies and laws; and expand access to employment and skills training for OFWs. Within the MOA’s framework, TP will provide job readiness modules, job recruitment support, and information campaigns.
“We are here today to ensure that TP takes this agreement seriously, and that all parties may benefit, especially our returning Filipino migrant workers. Through this agreement, we can provide them good, stable employment and career opportunities,” Johnson said.
In line with Republic Act No. 11641 and the Philippine Development Plan 2023 to 2028 Strategy Framework to Strengthen Social Protection, the MOA will implement the aforementioned full-cycle reintegration program for OFWs. This program will encompass the workers’ economic, social, psychological, gender-responsive, and cultural support upon their return. According to the MOA, the DMW will identify and endorse eligible OFWs, especially victims of illegal recruitment and/or human trafficking, to TP for training and employment support. The DMW will likewise co-organize awareness campaigns, fora, and workshops on anti-illegal recruitment and trafficking in persons (AIRTIP) efforts to educate vulnerable communities about such risks along with preventive measures.

With this agreement, we are creating a gender-responsive full-cycle reintegration program that covers training, upskilling, and, most importantly, fair and decent employment opportunities,” said Asst. Sec. Alcantara.
In turn, the MOA mandates TP to work in close collaboration with the DMW in facilitating AIRTIP information campaigns, orientations, and capacity development trainings and seminars. TP is also authorized to provide pre-employment upskilling modules and free training programs based on the organization’s hiring standards. The qualified candidates endorsed by the DMW will be considered by TP for local employment opportunities aligned with available roles and career pathways. Lastly, TP will ensure the practice of fair labor conditions, including social protection and non-discrimination, in the employment of said individuals.
